You know, I prefer the folded down collar, but the "popped" collar of the 90's has really grown on me. It helps that I just re-read the last two arcs of JLTF. Bernardo and Porter both sold the stuffing out of it.
Nah man, I gotcha. I was just throwing in my own two cents. The Vision and Red Tornado both do the vampire, so it bugs me when J'Onn borrows their style instead of rocking his own. It's not a deal-breaker though. Bernardo and Porter are among my favorite Manhunter artists, and they were all over that look.
The collar is kinda ridiculous, but I guess when something's one inch tall, you do what you can. :) I rather like the folded collar myself, too, and the really long folded almost-to-the-bottom boot cuffs, only becuase they look less pirate-y than the typical version.

I like the base, but that collar is wearing him. Also, I could use more boot and brow.
Actually, that's what I was saying... look at JLA #1 or JLTF's last issue. This collar is dead on for that look.
To be clear, folded collar is where it's at, circa Maguire/Hughes; that's my jam. I'm just warming up to Spawn collar J'onn.
