Yep. No need to make a custom, though, Mattel made Justice Lords figures. He wears black in the original, looks pretty sharp.

But I'm a very matchy-matchy kind of person and I don't like constrasting colors. e.g., Ted Kord's tone-on-tone blues rank high on my superhero fashion list.
