D'Kay D'Razz was a sucky derivative character in an ultimately pointless event maxi-series (aside I suppose from restoring Aquaman to a greater degree of respectability.) However, D'Kay in some sort of partnership as a representative of the Vile Menagerie could be much more interesting, and Brightest Day gave her uncommon visibility...

Shadowrenderer has put together a nice team,I like em. Brightest Day was pointless, however D'Kay did make an impression. I like Cyan better but D'Razz is a terrorizing villain.
Ca'yan was pretty silly in her own right, so it's hard to seriously judge one over the other. I do think they contrast well, with Cay'an seeming intellectual but soulless and inscrutable, while D'Kay chooses an inhuman appearance but is gripped by a comprehensible, almost sympathetic madness.
I don't know; I think I would be happier if both D'Kay and Cay'an just faded away into a retcon. J'onn deserves some better villains.
P.S. Not to go off-topic, but I can't contain myself: I just got my issue of JLA #1. Has anyone read it? From what J'onn says in one panel, I have a feeling where this characterization is going.
I've read it, but I'm not catching your specific reference.
