The Evil Mystic brushes for the win. (I was able to vote.) Somehow, this seems more frightening as the person using the brushes is often an innocent victim.

This is a hard one: a villain whose concept is taken from a short story by my favorite author, or those brushes that are just oh so Silver Age?
